Colas would be eligible to be claimed in the minor league draft. He would not be eligible for a major league claim, which could only happen if the season starts before the completion of the minor league draft. If he makes the MLB opening day roster, he is FAAB eligible. I think we are in agreement. We have already decided that if a player is eligible for the minor league draft he continues to be eligible for any minor league draft that has not been completed before the regular season begins even if he makes an appearance in the majors after the beginning of the season and before the end the minor league draft. Now we are also saying that if the season starts before the completion of the minor league draft and he is on or added to the major league 26 man roster he is FAAB eligible. So for a short period of time he could be eligible for both a major league claim and a minor league draft claim. Wherever he is claimed first has precedence. This is exactly how we have handled it so far this year for Colas, Shuster, Turang, and Dodd and it has worked without any problem or issue. It's just a question of writing it into the rules which I have done.

what I am saying is that if the minor draft is considered completed before the upcoming season starts, then the minor claim would have precedence.
But i do understand what you are saying as well.

Any minor league claim before the season begins would be valid because 26 man rosters haven't been set. The question is what happens after the season begins. What are you saying about that?

again, if the minor league draft is considered completed before the upcoming season, doesn't matter if the MLB starts or not. That eliminates the differences between the league that drafts first and the one that drafts last.
