Why not just state that AB's or innings pitched in the upcoming season will not be considered for a players ability to be selected in the minor draft. If he is eligible to be selected when the first auction is complete then he is eligible to be selected after the last auction is complete.
Many of us have multiple teams and it doesn't make sense to me that a player I selected after my first auction is ok, but the same player selected after my last auction is complete can't be selected and has to go thru FAAB only because the last minor league draft wasn't completed before opening day.

That makes sense to me. My earlier answer was thinking out loud. So the answer to Larry's original question is such a player is eligible only for the minor league draft. After that draft has been completed if he hasn't been drafted and is in the majors he goes through FAAB. For leagues whose minor league draft has been completed before the season begins FAAB begins at noon on opening day. For a league whose minor league draft doesn't end until after the season has begun if the player hasn't been drafted the FAAB period would begin when the minor league draft ends.

Now there's a bit of a twist to this particular rules issue. Oscar Colas was/is eligible and has been chosen in some minor league drafts. He is also currently in the majors and has been playing. In Gibson the minor league draft is ongoing and he was chosen there last night. He was then taken in a major league transaction this morning. It would seem he is eligible for both under current rules. Do we want to say that he and any player like him in the future is eligible for both for the period of time until the minor league drafts ends and wherever he is taken first that owner gets him? Hopefully this is a rare situation.

Seems to me the current rules worked they way they were supposed to. Colas was claimed in the minor draft and the claim on Colas was denied because he wasn't available.
But lets say Colas wasn't claimed in the minor draft, if he made the major league roster, and a claim was entered, would it not have to be an FAAB claim.

I agree. I just want to put something in the rules to address the situation because had the major league claim been made first I think that should have taken precedence over a later minor league claim. It's hopefully very rare that a player will be eligible for both at the same time.

Since Colas didn't have any MLB AB's last year and this year's stats don't count for eligibility, the major league claim has no status. he can only be considered for the minor draft. Is my thinking wrong, gosh knows I am still in pre season mode.

Yes, I think you're still thinking pre-season. Once the season begins he is eligible to be claimed in the majors when he is called up, in Colas' case on Opening Day. He would be subject to FAAB which would end on Saturday April 1 at 10 PM, at which point if unclaimed in FAAB he is eligible to be claimed normally. In this case since the minor league draft was still ongoing he would be eligible to be claimed in both the minor league draft and the majors. I have added rules 5.2.1a and 5.2.1b to address this.

I thought we were going to state that any AB's or IP's from the upcoming season would not be considered during the minor league draft. That was to avoid the situation you describe above. Then if a minor league eligible player is not selected and he does make the MLB roster then the other rules would kick in.

Yes, that's what happened. Colas had batted in the majors but was still eligible and selected in the minor league draft. I think the question you're asking then is whether Colas or a similar player should be eligible to be claimed in the majors before the minor league draft is over. The rules do state that the goal is to have all minor league drafts completed before the regular season begins but that didn't happen this year. Let's see what others think. Fortunately it isn't a problem for this year but the situation could occur again.

The draft in Berra is still going on. We have 9 picks left to go. With a 12 hour window per pick our draft could last 4 1/2 more days. That will be 12 days into the season. If we say that a player who has no prior Major League AB's or IP's is not eligible to be picked up until that leagues Minor League draft is finished then some players could miss significant time. It is also going to cause a lot of confusion since those players are listed in on-roto as available.

I'll try to make the question more straightforward because I'm getting confused myself. Let's use Colas as the example. If Colas had not yet been claimed in the ongoing Gibson minor league draft would a major league claim submitted for him after the normal FAAB period had expired at 10 PM on April 1 have been a valid claim? If he was still unclaimed when the minor league draft was complete would his FAAB period have begun at noon on Opening Day or would it begin at the time of completion of the minor league draft?

And one further question - if a league's minor league draft is still in progress after Opening Day, would a FAAB claim submitted for a player with no previous major league experience but who has made the Opening Day 26 man roster be a valid claim? This year Shuster, Turang, and Dodd have all been awarded via major league claims in NL leagues with an ongoing minor league draft. I'm not suggesting we revisit anything that has happened this year, just clarify for the future. So Joe and Rick, the LA's for these 3 leagues, both awarded players who were at the time eligible to be selected in the ongoing minor league draft to owners making major league claims for them. This would suggest that the rule should be that such players are eligible both to be claimed in the minor league draft and to be claimed in the majors for a short period of time. I agree.

I disagree. We are making this so much more difficult than it needs to be. The minor league drafts are supposed to be completed by opening day. So state that all minor league drafts are considered completed before the upcoming season whether or not they actually are finished by that date.
Colas would be eligible to be claimed in the minor league draft. He would not be eligible for a major league claim, which could only happen if the season starts before the completion of the minor league draft. If he makes the MLB opening day roster, he is FAAB eligible.
