I may have missed it, but have their been any changes to the requirements for freezing minor leaguers.
rule states:
a. There is no required minimum or maximum number of freezes of minor league players. However, any player who accumulated 20 or more appearances as a batter or 5 or more appearances as a pitcher in the major leagues in the previous season can no longer be frozen as a minor leaguer. He must be frozen or topped on the major league roster (see previous section) or allowed to go back into the free agent pool prior to the league’s auction.

I don't think anything's changed regarding minor league freezes. It doesn't seem to me the short season would impact the 20-game/5-game appearance limits.

No we definitely changed it. Don't know if it was added to the rules document or not but...
1. If a player reaches 130AB or 50IP they may not be frozen as a minor leaguer. They must be added to the major league freeze list with a $1 raise or released. 2. Players with 0 plate appearances or batters faced (to make it simple 0 AB or 0 IP) may not be frozen on the major league freeze list. Once they play in the majors, they can be activated.
Also (discussed previously but not adopted before now), we are keeping salaries the same if the players stays on the minor league freeze list for multiple years. If you drafter a player at B4 in 2019, he stays as B4 in 2020 and so on until added to the major league roster.

One further question - a minor leaguer promoted to the majors at the time of the draft gets a $1 salary increase. What if an owner promotes him after the draft or after the season begins - I know he can't be replaced on the minor league roster but does he still get the $1 salary increase?

Yes. Once you make the decision to move him the ML freeze list he gets the $1 raise no matter if he plays all year gets sent down after the draft and he retains that new +1 salary for the entire year.

Making sure you understand my question. What if your minor leaguer gets promoted to the majors in July and you also promote him then - still $1 increase?

According to the rules...
So if you promote a minor leaguer after the season starts he holds his minor league draft dollar value.

I read a little further into the rules. According to 4.2.3.b...
"Players frozen on the minor league roster retain their slot number and are assigned a salary one dollar higher than the previous season."
During discussions elsewhere that we still need to update in the official rules, we have decided to forgo this $1 increase when they stay on the frozen roster from year to year. When we move a player from last year's minor league freeze list to this year major league freeze list, we have been increasing the salary $1. As I said in the previous post, if the player is promoted in-season, they keep their salary (A5 becomes 5).

Here's why I was looking for clarification on this rule. I own both Nick Madrigal and Deivi Garcia on minor league rosters. Both were in the majors last year (I didn't promote either on my teams) and are expected to be in the majors this year, but both retain minor league eligibility as Madrigal has 103 AB and Garcia has 34 IP. So my choices are: 1. Promote them to the major league freeze list, increase their salaries by $1, and replace them with a new player in the minor league draft. 2. Freeze them in the minor leagues and promote them (or not) sometime after the major league draft, retain their current salaries, but be unable to replace them in the minor leagues until next year unless by trade. Just making sure that this is the way we want things to work. It's fine with me.
