4.5 Post-Auction Period
Upon completion of the major league auction, the Auctioneer will post a message in the appropriate league forum officially noting the time of completion of the auction. The Post-Auction Period, in which owners may reserve players on their major league rosters who are not on an appropriate MLB 25-man roster and claim eligible unowned players, begins at that time and continues until 11:59:59 PM on the second day following the START of the auction.
I would change the rule. The Post-Auction period will last from the posting of the official league rosters until 6:00 p.m. Eastern Time on the second day after the posting of the rosters. I would mark the start time from the posting of the rosters so owners who could not attend, left the auction early, or otherwise did not get everything down can make informed decisions and so LA's are not burdened with unnecessary claims that could be avoided.
Under the rule in practice, owners submit their preferences (by private message to the LA) to reserve, but not waive players to get a $6 free agent. The LA will process those claims after the 25 man rosters are to make sure the players can appropriately be reserved and the players claimed are eligible.
After the post-auction period, owners can reserve, but not waive, players in exchange for $1 free agents. Those claims also are not processed until the announcement of the 25 man rosters, so that the LA can determine that the player claimed is not on the DL or in the minors or otherwise unavailable because he was drafted or lawfully claimed in the post-auction period.
My changes are two: First, it makes no sense for players to go through the process flying blind without knowing who is on the rosters.
Second, the current rule has a west coast bias. If you want to seek $1 free agents, you can do so at 9 on the west coast, but after midnight on the east coast. True, the time is shortened to get the $6 claims to the LA, but there is still ample time from the posting of the rosters to 6 p.m. on the second day after that.
