Teams should be permitted to promote a player from their minors prior to auction and count the players as part of the freeze. Currently, as I understand, the player must have at least one (1) at-bat on a MLB team to be eligible.
Why?

The situation where an owner wants to promote a minor leaguer who has 0 AB or IP to the major league freeze list has never come up before. We could discuss it but any change won't be in time for this year.

What is the purpose of a stringent rule? To what end? We went through quite a long process a few years ago, reviewing our entire rules document. There was a rules committee that consisted of 6 people if I remember correctly. These are the rules that the committee settled on. We don't feel a stop gap measure is needed here. I think the main purpose of this particular rule is to separate the minor league pool from the major league pool. We have the minor league draft after the regular draft/auction so the player pools need to be dept separate. The 0 AB/IP for minor leaguers is easy to understand and check quickly should someone nominate such a player during the auction or draft. We have chosen to apply this same measure to the frozen rosters where a player must have 1 AB or IP (this may be plate appearance or batter faced as opposed to AB/IP) to be frozen as a major leaguer.
