We have been hard at work and have made some decisions. Here's where we are:
1.The minor league draft is staying the same as we have been doing it the past few years, I am in the process of incorporating it into the rules document. 2. We are adding a section to the rules document dealing with situations where an owner has more than one minor leaguer in the same slot (e.g. 2 C3's) 3. Minor leaguers will retain their original salaries, no more $1 increases at any time. 4. Free agents like Conforto can be frozen but not topped by their original owners, they can not be nominated during auctions except in mixed leagues. 5. Qualifications for minor league drafts will remain the same - no more than 130 AB or 50 IP to remain in the minors, 0 major league AB or IP to be drafted.

We have made a few more decisions:
1. Owners will be allowed to accumulate more than 5 minor leaguers during the regular season. If you trade for a minor leaguer it will no longer be necessary to either trade one back or waive one. But, no more than 5 minor leaguers can be frozen each year so if you have more than 5 over the winter you will have to decide which 5 (or fewer) to freeze. 2. If an owner has more than one minor leaguer in the same slot (e.g. 2 C3's) for draft purposes one of them will be moved up one slot if possible (in this case to B4), if there is no open slot one above then the second C3 will be moved down one slot to D2, if there is no open slot within 1 of the duplicates then one will be moved up 2 slots (in this case to A5) if this isn't possible then one will be moved down 2 slots (to E1 in this case), etc. The letter and number will not change, only the slot placement for draft purposes for that year only. 3. We have officially adopted the Vickrey system of FAAB bidding and I will add it to the rules. 4. Players who become available for FAAB between the auction and Opening day, such as Manaea, Kimbrel, etc. this year, will have their FAAB clocks start at noon on Opening day and end 58 hours later.
