The rules as I read them seem to suggest that players can be waived before the season starts, but after the post auction period as defined in the rules. My recollection is that no player can be waived until the 25 man rosters appear. Am I right?

Not sure where you're looking but rule 5.2 is pretty clear that no player may be waived (or traded) after the auction and prior to the time that all 25, this year 28, man rosters are available. The only transactions allowed are for players who are reservable. The post auction period ends at midnight 48 hours after the day of the auction, at which point the Pre-Season period begins. So the time you're referring to is known as the Pre-Season period and rule 5.2 defines what you can and cannot do.

Thanks I agree, but I think 5.2 is misplaced and mislabeled. The period after the post auction period and before the MLB rosters are set is NOT "in season" (despite its label and its section placement and should be located immediately after the discussion of the post auction period. Moreover, the post auction discussion should clearly state that the transactions will not be processed until the MLB rosters are set. But see rule 4.5.2. Finally, the post auction discussion should have at least a cross reference to the section that explains who is reserveable.

Good points. I will bookmark this for the rules committee which I hope to have begin discussions once all the auctions and minor league drafts are completed (assuming we can get 2 or 3 people besides myself to volunteer to be a committee).
