Let's have an official policy/rule on any unsigned free agents in order to prevent disagreements or uncertainty at our auctions. Can they be frozen or topped, can they be drafted? If someone wants to take a chance and draft one, can it be in either league or only in the league where the player was last year (Gibson being the exception here as which league doesn't matter)? I think we have already decided that if a free agent is signed between submission of frozen rosters and the auction the owner of the newly signed free agent can change his freeze list for that player only.

Any player on a 2021 roster can be frozen or topped in 2022. As you mentioned, we have agreed that if a free agent is left off of the frozen roster and then signed between the frozen roster date and draft date the owner can edit their frozen roster. Unsigned free agents cannot be nominated during the auctions. Correct on Gibson exception as league affiliation doesn't matter since it's a mixed league.
