I'm thinking of doing something a little unusual. I think the chances are pretty good that Wander Franco gets called up this season. If not he will, baring injury be called up next season. I'm thinking of freezing him on my active roster so that I will also get the first or second pick in the minor league draft. From reading the rules, it seems I wouldn't be able to draft him because he didn't get any MLB at bats last season, but can he be frozen? Looking at the rules it seems that no player without MLB experience can be taken in the auction. Is that correct?

You would not be able to freeze him as a major leaguer. Here's at least one section of the rules that pertains:
"4.2.2 Unless otherwise permitted by the Commissioner, a team’s frozen roster must contain between 7 and 15 players selected from its existing major league roster."
Because Franco (you lucky dog) is not a returning major leaguer on your team, he can only be frozen on the minor league roster. Good strategy, though!

Seems there are lots of players that have been draftable in the past that aren’t active on a major league roster. Stanton will be on the IL for example. Scooter Gennett isn’t active. A lot of teams start the seaso with their 5th starter reserved. Are they not going to be draftable? Pretty sure Franco is on the 40 man roster

Here's a related question - how do we treat Luis Robert? He has never played in the majors but is generally expected to be a starting outfielder for the White Sox. He is on the 40 man roster. Since we draft before 26 man rosters are announced there will be no clear indication at the time of the draft that he is on the 26 man major league roster. I do not have Robert on any of my teams, just wondering how we will treat him. Seems to me that with the consensus being that he will be in the majors he should be allowed to be frozen on the major league roster. I see this being different than Franco because there is no expectation that he will begin the season in the majors.

Existing major league roster means the player must be on your existing major league roster and Luis Robert or Wander Franco clearly can't be. Inactive, injured, reserved, sent to minors, etc players clearly can be.

I think the commissioner clause if for the 7-15 player thing. If a new owner were picking up and abandoned team, the Commish would wave the 7 player minimum on freezes. I had posted such an option on one of the Berra teams that I eventually claimed myself but I will freeze at least 7.

Yes - the commissioner clause refers to offering a prospective new owner the chance to wipe the slate clean if necessary.
