I reinterred the league last season after a considerable layoff. The league was underway when I inherited my team. I was wondering if the available players list was out and I am just not finding it or if it has not been released. If it has not been released, is there any approximate date for its release? Thanks, Mike, K9Chaos.

Nobody is making up those lists any more. The complete rule can be found in section 3.4 of the rules. In a nutshell, a player must have a minimum of 1 major league appearance as a hitter or a pitcher to be eligible for the auction. A player is eligible at any position where he appeared at least 20 times in MLB or a comparable foreign league in the past year. If he didn't appear at any position 20 times he is eligible at the position where he appeared the most.

What is the procedure for acquiring the Japanese free agents. Are they auction or minor league eligible?

They have always been auction eligible assuming they played in the majors in Japan (e.g. Yamamoto, Imanaga), they fall under the category of having played in a comparable non-US league. If they only played in the Japanese minors they would be minor league eligible. Same with Korean, Cuban, etc. players.
