The OnRoto team stats page has an RC stat for hitters. Ive never seen it anywhere else, and as far as I can determine it's a ranking of some sort.
What does it mean and what is it measuring exactly?

It's the stat "Runs Created". MLB's definition is:
Runs Created estimates a player's offensive contribution in terms of total runs. It combines a player's ability to get on base with his ability to hit for extra bases. Then it divides those two by the player's total opportunities.
If you go to onroto's left side menu: front office/league rules/scoring categories, you'll see that onroto's formula is:
(Runs Created (H+BB-CS)*(TB+.55*SB)/(AB+BB))
