The rules anticipate such a draft a few days after the auction, but they also anticipate a prospect list prepared by the Realist. If that list will not be forthcoming soon (given the difficulties being experienced by the Realist), could League Administrators initiate a minor league draft if they choose to do so?

There is no Prospect list per se. The available players are basically any minor leaguers who have had no MLB appearances.

If we have someone currently frozen on our minor league roster from before the season, but they are now on the 25 man active roster of their respective MLB team; if we activate them (or drop them), does that then free up a spot on our minor league roster for the purposes of this year's minor league draft?

Have them send you a PM with their list and let's try to get this done by the 12th or 13th. Here is what I am posting in Clemente.
If you want to participate in the minor league draft please send me a list of eligible minor leaguers (0 ML AB or IP) in order of your preference via PM by Wednesday, April 10 before midnight. I will award the winners on Friday, April 12. I will update this notice with a list of players who have already been frozen so please do not include those names in your list.

Question regarding Snider minor league draft - Lawlers has two $4 players and a $1 player. In which 2 rounds does he get to choose in this year's draft - 1 and 4 ($5 and $2 players) or 3 and 4 ($3 and $2 players)?

Yes, I would give him a 1st Round pick and a 4th round pick
