I will edit this post as we go along. The sections which have been updated, changed, or rewritten are:
1. Section 4.2 Frozen Rosters and Minor League Rosters
Of note - free agents may be frozen but not topped by their original owners and can not be nominated at drafts other than in mixed leagues. Minor leaguers will no longer have any salary increases, their salaries will remain the same including when they are promoted to the majors by their owner.
2. Section 4.4 Minor League Draft
Of note - remains the same as we've been doing it for a few years but the rules have been updated to include it
3. Overview through Section 3 has some minor changes in wording to bring us up to date
4. Section 4.2.3c - The unwritten rule we have been using for a few years in the case when a team owns more than one minor leaguer with identical slots and salaries has been written into the rules
5. Section 5.7.2a - Teams are now permitted to own any number of minor leaguers during the season but are allowed to freeze at most 5 the following year
6. The Ohtani Rule has been added, it is in Sections 3.3.2d (allows player to be drafted separately as hitter and pitcher) and 5.3.2b (allows player to be reserved if unable to function in one role but not going onto the IL because he continues to function in the other role).
7. Change in placement of Section 5.2 to 4.6 and name of Section 4 from Pre-Season to Prior to the Season in order to reduce and hopefully eliminate confusion.
8. Section 5.10.1 has been changed - "early activations" are no longer considered to be charged transactions. However, if the owner wishes to reserve again the "early activated" player and claim a new player that transaction is charged. If the owner wishes to reserve again the "early activated" player in order to make room for the activation of a player on his reserve list who has been activated in MLB that transaction will not be charged.
9. I have added Section 5.10.4, clarifying that each week during the year ends at noon on Sunday regardless of how many games are played during that week.
10. I have changed Section 8, combining the Commissioner and the Czar and removing the Realist whom we have decided to not use any more.
