I hope I didn't muddy the waters for everyone as I am on board with Joe's guidelines listed above.
I was reading the threads about doing away with the AVL lists for various reasons. And I thought in reading that thread, the comment was made that any player who appeared in the majors last year, li.e., had an AB or logged a pitching stat was eligible to be drafted this year.
that falls in line with Joe's summary:
0 AB or IP = minor league freeze only or minor league draft eligible 1-130AB or 1-50 IP = May remain as a minor league freeze if not activated last year or can be major league freeze/topper if the owner wishes >130AB or >50IP = must be major league freeze/topper
And I am glad that no one has to do the AVL's anymore.

Steve, I think the other so far unaddressed part of the scenario you presented using the Brujan example is that once a player has been activated by his owner to the majors he loses any future eligibility to be on a minor league roster. Unlike MLB, we do not have a provision to send a player back down once he has come up regardless of how much he has played in the majors.
