When is the first moment we can begin waiver transactions on players we want to dump? I’m not that great at understanding the rules. Thanks.

From section 5.2: "After the Post-Auction Period but prior to the start of the MLB season, leagues will operate in “Pre-Season Mode”. Pre-Season will begin with the end of a league’s Post-Auction Period and end after all MLB Opening Day 25-man rosters are available from MLB.com, at a date and time specified by the Commissioner. During pre-season, any owned player on a team’s active roster who does not appear on a 25-man roster in the appropriate MLB league may be reserved; any unowned player who does appear on a 25-man roster in the appropriate league may be claimed as part of a reserve transaction. During Mocksports’ pre-season, no trades are permitted, no players may be waived, and FAAB rules (Section 5.9) will only apply to those players recalled or traded into the league after Opening Day rosters are set."
So no waivers until 25 man rosters are available and until the Commissioner has set a date and time.
